A Study on Dynamics of the Elderly Poverty

Abstract
This research, using the data of KLIPS(Korean Labor and Income Panel Study) from 1st wave to 10th wave, examines causes of poverty dynamics of the elderly through dynamic random effects probit model and growth curve model. According to this study, Firstly the effect of state dependence among the aged generation is sizable and statically significant. Even after controlling difference in observed and unobserved characteristics, we still see that past poverty experience increase the rate of risk to experience poverty in future. Secondly, the cause for elderly poverty is related to the past income level. Their low level of income had already been determined by the past factors (education, type of employment in the past), which continues in their later life. These results show that the factors that influence elderly poverty are not just the current environment under which these people are subject to, but also their level of education and their type of employment during their life time. Therefore the anti-poverty policies should not only be directed towards the elderly people, but plans for education and provision of secure employment for the younger generations and the middle aged by the government are needed.
